Information about “Kremlin report” will include thousands and even tens of thousands of people, not true, I’m sure Daniel fried
Days is expected to yield the so-called the Kremlin report, U.S. Department of Treasury – 241 article of the “Law on combating the enemies of America through sanctions.” The article caused a lot of noise in Moscow, and Washington was visited by many envoys from Russia, who was trying to find out who could potentially be on the list. The list, noted American experts, such as Daniel fried, does not mean immediate imposition of sanctions against a person or company that is in it.
“The law clearly specifies who these people are: it is the Russians who are close to Putin and the Kremlin system»

Information about “Kremlin report” the U.S. Treasury Department will include thousands and even tens of thousands of people, is untrue, said the former coordinator of sanctions policy at the state Department and now the expert of the Atlantic Council Daniel fried. We are not talking about how to get the list of the richest Russians of magazine “Forbs” and create on its basis a “Kremlin report”, he adds.
“The law clearly specifies who these people are: it is the Russians who are close to Putin and the Kremlin system. It’s the people who run monetary channels, and Putin, keeping for his money. People who are an instrument of his political will.”
Experts and journalists on both sides of the Atlantic try to predict who can be a defendant in the report of the Ministry of Finance.
“In Moscow there is a hysteria, in my opinion, inadequate in size. I think that some of the people who will likely get they are somehow not nervous at all, and those people who, most likely, will not get too excited and draw attention to themselves”, – said the chief editor of radio station “Echo of Moscow” Alexei Venediktov.
Daniel fried confirmed that some Russians have turned to lobbyists in Washington on the issue, “the Kremlin report.”
“I contacted a number of law firms representing the interests of Russian clients. In some cases, they were called names, in most cases, no. I won’t name names because lawyers had appealed to me in confidential terms, and I don’t want to undermine their confidence,” said Daniel fried.
Neither the Finance Ministry nor the State Department nor the office of the Director of National intelligence, where the “Voice of America” asked for comment, yet said nothing.
Four American Senator-Republican – Graham, Rubio, and Gardner Wicker – sent an open letter to the Secretary of state Tillerson Rex and encouraged him to pay attention to the Prosecutor General of Russia Yuri Chaika and his son Artem, Kamo Awagaman – business-partner son, ex-wife of the Deputy Prosecutor General Gennady Lopatin, Olga, and entrepreneur Alisher Usmanov. These people, as noted by senators linked to “significant acts of corruption”.
Daniel fried noted – the hit list the U.S. Treasury does not mean that against the person or company will be immediately imposed sanctions, but when necessary, it will be easier to do.
“Tell me how this will work. Come to some conditional Usmanov to Putin and say: “Look, you lost money. Let’s change the policy”? Well, he just does not fit»
Alexei Venediktov, chief editor of radio station “Echo of Moscow”
“I hope the White house will leave the list open. I don’t see the point in its annual review. If the purpose of the list is to reduce the participation of defendants in the aggressive schemes of Putin, then you need to keep it open, just in case, if in the future there will be more information, or to be able to exclude from the list of people,” said Daniel fried.
He adds: the list of the Ministry of Finance, existing and potential sanctions designed to increase pressure on Putin from his inner circle. Alexei Venediktov believes that in the current political system in Russia will not happen.
“Tell me how this will work. Come to some conditional Usmanov to Putin and say: “Look, you lost money. Let’s change the policy”? Well, he’s just not perfect”, – said Alexei Venediktov.
The head of the project about post-Soviet oligarchs “Podryvatel” Ilya Zaslavsky believes that an open split in the Russian elite will not.
“This works in more subtle ways: people are starting to flee to another country, withdraw capital, you begin to try to operate outside of this system – some, not all. Some, of course, on the contrary run to the government for greater protection, stop travelling abroad. If the gap will be, it will be secret and quiet”, he said.
This, according to Ilya Zaslavsky, opens a new field for the USA: some representatives of the Russian elite may begin to more actively dissociate themselves from the actions of the Kremlin.
Fried notes that the sanctions that may follow after the publication of “Kremlin report” is the US response to Russia’s intervention in the elections in 2016. A former senior official of the state Department is confident that relations between Washington and Moscow will improve in the future. The main task now is to repel the aggressive actions of the Kremlin.
