More than half of the products in Russia does not meet the standards


The number of violations during inspections fell to a minimum, but the food has not become safer, say officials

Food manufacturers rarely come across during inspections of the Rosselkhoznadzor. The Agency showed a record low number of violations last year, but this does not mean that products have become safer. Unscrupulous manufacturers have learned to circumvent inspections and to hide low-quality products — before the arrival of the Rosselkhoznadzor they export the goods from the warehouse of the company or close below after check to re-register and re-start to put a useless product. Officials said there is nothing they can do about it: businesses know when to expect audits, and preparing for them. Based on data from the CPS on the shelves of Russian stores, more than half of the products can be called low quality.

According to the Unified interdepartmental information-statistical system (EMISS), for two years, the number of administrative violations during the inspection the Rosselkhoznadzor has decreased by half. If in 2014 the violations revealed in the course of 62,5 thousand checks, in 2016, only 34.3 thousand cases — figure record at least the last five years. In a press-service of the Rosselkhoznadzor noted that part of increased literacy and some manufacturers are better paperwork, but unscrupulous businesses have realized that they can with impunity to circumvent the checks.

According to Yulia in a few words, often unscrupulous companies before checking the export of products from stock or even liquidate the company after inspection to register a new one and during the three subsequent years of producing low-quality products.

Often, when the check come, our inspectors, they have nothing to check. Warehouse is clean but there is no product, its just taken. Also it happens that shortly before the inspection, the manufacturer liquidates the company and then creates a new legal entity. The problem is that the manufacturer can three years to release who knows what, and one day he will either clean up everything and will bring the documents, if any, will take products from the warehouse or just preregistered company. Due to problems with the control manufacturers in Russian stores, more than half of the products do not meet the standards. According to Rospotrebnadzor, last year 66% of producers had violated the sanitary conditions of production and storage of products. In total tested 56 thousand enterprises.

According to the Director of development Association of manufacturers and suppliers of food products Dmitry Vostrikova, avoid audits only a small company, a large well established system of production and supply — they value their reputation.

— Problematic situation exists, for example, with the production of cereals. In order to produce them, do not need expensive equipment and the issue it is possible to establish in any small room. The CPS last year approved the Strategy of improving the quality of food products in the Russian Federation until 2030. According to the document, the Agency plans to create a portal for monitoring the quality of food products, as well as a unified information system of the results of laboratory studies and database of offenders.

The Strategy says that by 2030 it will increase life expectancy and active longevity and achieving massive commitment to the principles of healthy eating.
