The new composition of the State Duma started its work. The first meeting of the lower house of Parliament called for Russian President Vladimir Putin. Vyacheslav Volodin said that “the majority does not obviate the need to explain and justify its position.” In his opinion, “a constitutional majority is even more obliged to prove his innocence publicly and in an open discussion”. He said about the need to consider the views of those voters who voted for parties that fail after the elections to the lower house of Parliament, as well as those citizens who came to polling stations on 18 September.

When I turn to questions of the candidate on a post of the Chairman, the leader of “Fair Russia” Sergei Mironov worried about what the style of work speaker: democratic or such, “which can be described as “the state Duma — not a place for discussion”.

– I believe that we decisions need to be made open a dialogue with each other, – said Vyacheslav Volodin. The job of the Chairman of the state Duma is to provide equal opportunities for all, and this means that the Council must necessarily be a place for discussion and a place for dialogue, if you like, the place where various social groups and professional communities to discuss the issues that are relevant to the adoption of legislative initiatives.

Among priorities of work of the state Duma Vyacheslav Volodin called the socio-economic agenda (“the main thing in our work – caring for our citizens”), the main priorities outlined in the may decrees of the Russian President of 2012. According to him, qualitative legislative support of further implementation of the may decrees remains a key priority in the work of the lower house of Parliament. Another priority are the issues of national security and international policy. In his opinion, in the past sixth convocation of the state Duma in these matters, “the consolidation of all political forces, regardless of their political affiliation,” and the need to ensure continuity in this part.

In turn, Vladimir Zhirinovsky asked Vyacheslav Volodin, as it relates to the possibility of allowing factions to carry out “some minimal rotation” of deputies for convocation. He confirmed that sometimes the deputies “lack discipline, someone stops working”, but the issue with the rotation proposed to discuss “in the plane of legal regulation.” He recalled that the Russian legislation does not provide for the introduction of the imperative mandate.

Communist party leader Gennady Zyuganov proposed on a post of the speaker of the state Duma Dmitry Novikov.

The vast majority of 404 deputies voted for the appointment of Vyacheslav Volodin to the post of Chairman of the state Duma of Dmitry Novikov — 40.

Legislative work the government will be responsible

The interaction of the seventh convocation of the state Duma with the government of the Russian Federation will become more instrumental, the head of the Agency for political and economic communications Dmitry Orlov.
