The Federal Antimonopoly service (FAS) has proposed to simplify the access to the development of deposits of Federal significance for companies with foreign participation. This is stated in the draft action plan for accelerating growth investment and increase up to 25% of their share in GDP. RBC has a copy of this plan, its authenticity was confirmed by two sources close to the consumer Council of Russian Railways, which is listed as one of the recipients of this document.
As follows from the document, the Ministry of natural resources, Rosnedra and the Ministry of energy by June 2019 needs to amend the law “On subsoil”, which will be denied the development of Federal deposits to companies with foreign investors only if they will be “on the lands of defense and security.”
Such changes are necessary for the “intensification of development” subsoil plots of Federal importance and attraction to Finance their development by foreign investors, the document says.
