The government refuses to subsidize mortgage

On a program to boost the mortgage market and rental housing over the next four years the government will allocate 114 billion. This was stated by Dmitry Medvedev at the meeting of the Presidium of the presidential Council for strategic development and priority projects.

The government has already prepared a draft “mortgage and rental housing”, where recorded figures on volumes of commissioning of housing, the number of issued mortgage loans, annual funding for pilot projects and affordability ratios.

— It is expected that by 2020 the achievement of these purposes will be allocated more than 80 billion rubles from the Federal budget, and about 34 billion roubles — from budgets of regions, — said Dmitry Medvedev.

Subsidizing mortgages decided not to renew

At the same time, the government may be canceled a state program to support the mortgage, operating for the past two years.

In the current situation to extend its action “makes no sense”, said the head of the Ministry of construction, Mikhail Men.

By the end of the year we will start the discussion of new measures to support the mortgage. Because today is the subject of lowering the key rate market mortgage rates already close to 12%, — said Mikhail Men.

We will remind that the state program on mortgage lending is available from 1 March 2015 and applies only to the primary market of apartments. Bank rate under the program is 12%, the rest is subsidized by the government. In the past year for these purposes from the budget allocated 2.1 billion rubles. This year provided another 16.5 billion rubles (7.8 billion has already been allocated). According to statistics, last year, every third mortgage loan was made under this program. And since the beginning of 2016, the mortgage market grew by 40%.

Director, Institute of sectoral management, Ranepa Elena Ivankina believes that state support to subsidize the mortgage may continue, for example, in the provision of credit to young families or people who work in socially important sectors (doctors, teachers). But there are other problems that need to be addressed.

— I would also focus on the development of public-private partnerships, rental housing and the creation of alternative mortgage forms of housing loans, such as the system of insurance and the mechanism of the savings cooperatives, — said the expert.

Regulatory authorities are reforming

Another issue discussed at the meeting was the reform of the system of control and supervision in the field of entrepreneurship. Only at the Federal level in Russia there are about 40 Supervisory authorities, at regional and municipal levels there are about 10 thousand

— It is obvious that regulatory and Supervisory activities in the form in which it now exists raises a lot of complaints, — said Dmitry Medvedev. — It is not effective enough for companies and for people who encounter it are often corrupt and aggressive attitude to business, probably, in General, and too cumbersome for the state. Moreover, the oversight of means of maintaining the rule of law in many cases has become a tool of pressure on the various social environments, including business.

In Russia there are about 100 thousand inspectors, the number of controlled enterprises exceeds the real possibility of inspection bodies.

— In the current economic climate, many entrepreneurs are trying to save on everything, including on compliance with the requirements of the law, in some cases just to negotiate with the controllers. It is clear that this state of Affairs many people and not seek to reform, — said the Prime Minister.

It is also necessary to reduce the administrative burden on companies, so that business disappeared the feeling of “besieged fortress” because of the countless number of inspections. In this connection it is necessary to revise existing regulations and requirements during inspections. According to experts, the loss of business due to ineffective execution of the instructions of Supervisory agencies to reach 5% of GDP. The government plans to reduce such non-productive costs by 20% by 2018 and 40% by 2024 mu.

During the meeting, the members of the Bureau recalled the unresolved problem of the duplication of verification and control procedures by relevant authorities at different levels.

The Minister for Open government Mikhail Abyzov, in charge of the government this question, explained that the regulatory bodies is planned to introduce a system of evaluating their effectiveness and efficiency.

— In fact — the introduction of KPIs in the activities of each Supervisory body. Special attention requires the project to reduce opportunities for corruption. Also, we will prepare the passport of the project for the implementation of control and Supervisory powers at the level of regions and municipalities, because today we see a dynamic in which the number of inspections and the pressure on business from the Federal agencies declining, albeit slightly, but significantly increases the number of business inspections by regional and municipal authorities, — said Mikhail Abyzov.
