Senator Anatoly Shirokov, the prospects for economic development of the Far East
What do we know about the East? “The East — business thin…”? Yes! Another is the Middle East. And there really are often ambiguous news coming. But the last few years we more and more hear for a long time are familiar, but sounding in a different way the concept of “far East”. And on television, and on radio, and on numerous Internet pages are discussed (with varying degrees of intensity and critical fuse) features of the macro-region, barely visible from the heights of the towers of Moscow-city in the Urals mountains and the wide plains of Siberia.
It is discussed that in the far East more than other areas of Russia: the distance, the forests, the availability of productive hunting reserves of gold and diamonds, fish and seafood, the ski slopes from October to may… But then listing what is “more”, continues the size of the electricity tariffs, cost of living and travel in Central parts of the country, costs of business development, sizes of population migration… And there are things much smaller than in the rest of Russia! Less infrastructure, fewer roads, fewer doctors and teachers, real wages are lower… And this is also discussed.
All living in the far East know the feeling when after a long flight, getting on the ladder, breathing a familiar air and understand at home! The hills, silently white in the winter, lush green in summer, and the mad variety of colors in the fall. The sea is dark gray, the brilliant green, iridescent silver fresh catch. The sky, high in summer and low hand can reach in the winter. Tundra of Chukotka, the Kolyma mountains, forests of Yakutia and the Khabarovsk Krai, the Kamchatka volcanoes, the whimsical landscapes of Primorye. The river from which to drink, the air delicious to breathe… this Is our far East, our home is bright and clean!
And the harder to calculate the outcome of the “Western migration drift” — the flow of population to other regions of our country. About 500 thousand since 2002, left, and this was preceded by the mass Exodus of the 1990s. For 2016 — 6 million 195 thousand people on the territory of 6 169 329 km2. Emptying towns, young people are leaving, liquidating businesses… Any concerned person it is very difficult to understand and accept.
It is therefore essential to deploy this “drift” in the opposite direction. But not by the methods of “free colonization”, not the forced migrations (already passed), and the creation of a social environment to the natural conditions of the Far East has become a natural addition to a decent and modern living conditions. After all, the most accurate measure of development of any territory is setreplacement of the population.
Precisely this issue a set of special programs and projects that unfold today in the region and constitute its uniqueness. Among the far Eastern problems are not simple, one-step in the solution. Therefore, every program, every project has a complex structure and at the same time is part of the holistic model of development of the Far East.
Born here and develop a priority development area — the famous Torah; apply the legal regimes of the “free” port and special economic zone, etc., offering its residents an extensive tax and customs preferences. All this is in fact an invitation to business to come to the region to bring investment, to create new jobs. And this invitation remains unanswered: just for II Eastern economic forum (September 2016) was signed 200 agreements worth a total of 1.63 trillion rubles.
The growing popularity of the “far Eastern hectare”. From a simple idea of allocating a hectare of land in the far East Russian citizens, the programme has grown in features and benefits to become owner of the land here. The last Novella — grant recipients “hectare” 250 thousand rubles as lifting. In February to begin the third, final stage of this program, and polls allow us to be optimistic for its implementation.
The laws of the far Eastern subjects of Federation of tax holidays for newly created enterprises of small and average business in force on the Federal law about the alignment of 2017-2019 years of far East energy tariffs with the average, the formation of a special “far Eastern” sections in all the Federal target programs, more than 770 billion roubles as a whole in the Federal budget 2017 on projects in the Far East…
None of the sceptic cannot cast doubt truly special position in the Far East among other regions of Russia. It development defined by the President of Russia Vladimir Putin as a major national project of the XXI century, and only the Far East is a place in all the annual messages of the President to the Federal Assembly.
But neither the optimist will not push for a quick solution to all the specific far Eastern questions. This is really a tremendous and complex work, which began in our eyes. In its success I believe those who today make, make at all levels of state and municipal management. But the most important thing is to ensure that the success of far Eastern policy believe people. Those who today live in the “Pacific front” of Russia, and those who might come here from Siberia and the Urals, from Moscow and Krasnodar, Vyazma and Orenburg. The need to live in the far East was dictated not only by the “fog and the smell of the taiga”, but the current level of capabilities to bear and raise children, to live in modern houses, have a decent job and salary… And then this “the distant edge”, where “only the plane can fly”, a really different song sing a different tune “green sea of taiga”. I believe it…
