The Ministry of economic development proposed to limit the return remotely of goods sold, follows from the document published on the portal disclosure regulation.gov.ru 5 Dec. The document suggests amending the law “On protection of consumer rights” and shall enter into force from the date of publication.
No refund will apply to the products from the list of durables and the list of nonfoods of the proper quality, as indicated in the explanatory note to the draft. In these lists, including jewelry, cosmetics, textile and garments, household furniture, books, appliances.
The ban is necessary in order to create equal conditions for online retail and traditional trade, says the Ministry. In addition, “it will significantly simplify and expedite trade, will contribute to the development of a competitive environment and to improve the business climate,” says the explanatory note to the initiative.
By law the consumer is entitled to exchange the food product for the same within 14 days if it has not been in use, but its appearance and properties are preserved, and there is a receipt. The exception is items from the list of goods that cannot be returned or exchanged, which included books, cosmetics, furniture and much more.
Now on M. Video website the consumer is entitled to refuse the goods of good quality at any time before the transfer or within 14 days after receipt, says a company representative.
