The Ministry of health will attract NGOs to the fight against HIV, introduce modern methods of treatment, do a priority check drugs against the virus, and may allow HIV-positive individuals to serve in the army and to adopt children-orphans

The Ministry of health has developed a plan for implementation of the state strategy of counteraction to human immunodeficiency virus (HIV) in Russia. The project will last until 2020. The document, a copy of which is available to RBC, and sent to the main experts on HIV. About it told RBC a source familiar with the plan.

In the draft plan there is no information on the financing strategy, but it details the listed items for its gradual implementation. For each specified term and the Executive. But, as noted by Andrei Skvortsov, an activist of the movement “Patients in control” (organization involving the patients themselves in control of the provision of adequate medical care for HIV-infected people in the Russian regions), throughout 2017, the Ministry plans to conduct preparatory work. Primarily, until July 2017, the Ministry of health jointly with the Ministry of interior, Ministry of labor, Ministry of justice, Ministry of education, Ministry of defence and the CPS intends to review the existing legislative framework and to prepare a “schedule” for its improvement. The changes should help prevent the spread of HIV infection. Until the end of March 2017, the Ministry intends to conclude an agreement with the world health organization (who) to establish a special working group on HIV/AIDS in Russia.

The development and promotion of an Internet portal on prevention of infection and the development of information materials for placement on various websites covering the problem of HIV, the MoH has also decided to implement a first — in 2017. Other ways of informing the persons specified by Ministry of health in the plan — supporting regional volunteer programs, conducting national campaigns in educational institutions, etc.

The health Ministry plans to 2017 to give a legal assessment of the HIV dissident movement. HIV-dissidents — people who deny that AIDS is caused by immunodeficiency virus. Some of the members of the movement deny the very existence of HIV. The Agency decided to examine the issue of liability for dissemination of untrue and dangerous to the health of citizens information about the virus.

Separately, the Ministry intends to monitor the prevention of HIV transmission in health-care facilities (e.g., during blood transfusion) and infection of citizens during the performance of their professional duties.

To eliminate discrimination of HIV the Ministry intends to raise the issue of the removal of restrictions for infected people to enter and stay in Russia, adoption and military service.

Work in the field

To work “in the fields” the Ministry is going in 2018. To interact with key populations, including injecting drug users, workers in the sex industry, and men who have sex with men, the Agency will actively involve socially oriented non-profit organizations. Planned exit counselling and voluntary tests for HIV. Separate HIV prevention the Ministry of health intends to engage in correctional institutions of the penitentiary system and among migrant workers.

The Ministry of health also plans to introduce modern methods of prevention, diagnosis and treatment of HIV to develop appropriate clinical guidelinesto educate doctors in this area, to study the question of priority of registration of drugs against infection and to improve epidemiological surveillance.

By 2020, the Agency organizes “centers fast access”, in which you can do the rapid test for HIV and receive counseling.

Informal epidemic

According to the Federal AIDS center, in 2016, the prevalence of HIV infection in Russia reached 1 million people. According to the government, since 2006 in Russia there is an annual increase in the number of new HIV infections by an average of 10% annually.

The very strategy against infection was adopted on 20 October 2016. Up to this point in Russia was not such a large document on the problem of the spread of HIV. Approved the concept involves the development of special programs on informing the population, particularly vulnerable groups of citizens and the establishment of a register of infected patients. But the strategy is a framework, noticed the Director of the Federal AIDS center, Vadim Pokrovsky immediately after its adoption.
