The Parliament will provide the basis for the digital economy


The state Duma and the Federation Council will focus on implementing provisions of President’s address

The state Duma and the Federation Council in the new year will strengthen the work with the regions, will enhance parliamentary control over the legislative process, the law will support small and medium businesses. The basis of the work will be the implementation of the provisions of President’s address to the Federal Assembly.

Road map for legislative activities of the Federation Council this year will be the message of President Vladimir Putin to the Federal Assembly, said the speaker of Council of Federation Valentina Matvienko. Special attention of the senators, she said, will focus on the regional dimension.

— What kind of aspects we touched, for us the most important thing — the health of the subjects of the Federation and their support. But not only the support of those regions which need real help, and the creation of conditions to each subject of the Russian Federation could reach their potential, created the necessary favourable business and investment climate to each region, the municipal authorities really supported the entrepreneurial initiative of citizens, drew attention to the small and medium business, which should be a driver of economic development, — said Valentina Matvienko, answering a question “News”.

The speaker of the Federation Council recalled that in his address to the Federal Assembly of the Russian President set the task for the next years in detail and comprehensively to consider proposals for setting up of the tax system.

— Order from 2019 to enact a new, stable rules that will guide to stimulate business activity, economic growth and investment, the Federation Council should also actively engage in this work, she said.

Valentina Matviyenko also instructed the committees of the upper chamber on social policy, economic policy, science, education and culture to prepare proposals to minimise the risks associated with changes in labour relations.

— And one more task for all of us to 2017: to bring to an end the decision troubling question of paying regions insurance contributions for compulsory medical insurance of unemployed population, she added.

The state Duma

Priority areas of work of the state Duma in the coming year will be to increase the quality of lawmaking, voters, the electoral performance of the party programs, the intensification of the institutions of parliamentary control, and self-organization and discipline of the deputies. This was stated by the speaker of the lower house Vyacheslav Volodin.

He stressed that in order to improve the quality of legislative work, the Duma passed a number of systemic solutions: the introduction of a broad public discussion and professional expertise of initiatives to strengthen work with regional parliaments, initiate quality control training regulatory framework and implementation of existing laws.

— These solutions require to much, but they sure will have a positive impact on the quality of the legislative process and law enforcement practice, — said the speaker.

In addition, the priority for 2017 includes initiatives and proposals formulated by the Russian President in his address to the Federal Assembly.

— Seriously we should approach the consideration of legislative initiatives to support and stimulate entrepreneurship, create opportunities for the development of the so-called digital economy. For this we have with business associations to prepare amendments to the tax legislation. Support civic engagement, volunteer activities, socially-oriented NGOs is also one of our priorities — said Vyacheslav Volodin.

The following year was declared by the head of state the year of the environment, so the Council intends to adopt a number of legislative initiatives in this area.
