The Rosselkhoznadzor considered it necessary to expand the powers of the office and complement them the right to check the enterprises of the countries of the Eurasian economic Union (EEU), as well as carry out disinfection at border crossing points across the border. Innovation, in particular, will allow Russia to send inspection in Belarus and to inspect producers of meat and dairy products, which the service recently regularly makes the claim.
The Rosselkhoznadzor considers it necessary to expand the powers of the service, to the draft report on law enforcement compliance and enforcement activities of the Department at the end of last year, which acquainted “Izvestia”. In the section of conclusions and proposals, among other things, contains provisions amending the law “on the granting of powers for the implementation of audits (inspections) of the enterprises of the member States of the Eurasian economic Union” and “empowerment in the implementation of disinfection at border crossings [across the border]”. In both cases, changes will need to be locked in position “On the Federal service for veterinary and phytosanitary surveillance”. They may be approved by the government.
What caused the need for new powers, the document does not say. Provided only that the Rosselkhoznadzor considers them necessary “to improve legislation”.
The Ministry of agriculture declined to comment. The press Secretary in charge of agriculture Deputy Prime Minister Arkady Dvorkovich Aliya Samigullina wouldn’t answer my calls “News”.
According to the decree “On the Federal service for veterinary and phytosanitary surveillance” Rosselkhoznadzor “shall… inspection (inspection) of enterprises of third countries which are not member States of the Eurasian economic Union, as well as the audit of foreign official system of supervision.” Thus, the right to inspect the enterprises of Belarus, Kazakhstan, Armenia and Kyrgyzstan, the Rosselkhoznadzor no service can inspect only the final product is imported to Russia. However, the Belarusians were invited Russian inspectors to its companies in the beginning of the year. It happened after the Rosselkhoznadzor imposed a ban on meat imports from a number of Minsk enterprises, which, according to Russian vets, just changed the labels on European products and resold it to Russia. Rosselkhoznadzor refused the invitation.
Authority for disinfection at border checkpoints across the border now assigned to the CPS. Under the approved regulations “Sanitary protection of the territory of the Russian Federation” preventive disinfection is produced annually, it is possible to carry it out according to epidemiological indications. The CPS are unable to provide comment.
Senior partner of the law Bureau “Yurlov and partners” Vladislav he is an active noted that the inspections of Rosselkhoznadzor in other EEU countries are unlikely to agree with their national legislation. The lawyer suggested that the inspectors would need to receive invitations to inspect companies or authorities. It can be obtained, for example, threatened with a ban of deliveries of products.
The Chairman of the Board of the Eurasian business Alliance Victor Kambolov called the Rosselkhoznadzor with respect to the desire to check the company in other EEU countries “absolutely clear to the business community”.
— The issue of security is really important, regardless of where the product is manufactured. The task of the Rosselkhoznadzor to check and control the security, and such extension of authority is quite logical, — said Victor Kambolov.
He suggested that in the case of expansion of the powers of the inspectors will be interested in addition to Belarusian meat and dairy production by potato producers from Kyrgyzstan. The latest product of recently discovered viruses sanitary service of Kazakhstan.
It is worth noting that this year the Rosselkhoznadzor had already been fixed a number of new powers. So, by the decree of 30 January, the government secured the service of control over the import into Russia of genetically modified organisms and seeds at checkpoints across the state border. On 17 January, the Cabinet included a number of authority Rosselkhoznadzor manufacture on Affairs about administrative offences.
