Due to problems with the loading of oil at the port of Makhachkala “Transneft” has suspended pumping of Azeri oil, announced a company representative. “Transneft” face a fine for failure of terms of throughput, and port for simple tankers, he warns

From January 10, Transneft has halted pumping of Azerbaijani oil through the station Shirvanovka in connection with the problems with the unloading of tankers in the port of Makhachkala, told reporters Advisor to the President of the pipeline company Igor Demin. He explained to RBC that it could face “Transneft” fines by the oil suppliers. The amount of fines will depend on the timing of the suspension of oil transportation. Also fines of $10-15 thousand a day, according to estimates Demina, can threaten the port of Makhachkala for idle time of tankers.
The average market rate of the penalty for simple tankers with deadweight of 10 thousand tons is $6-7 thousand per day, said RBC chief editor of Portnews Vitaly Chernov. The penalty may be higher depending on the individual terms of the agreement for the supply of oil or oil products. Thus, based on the estimates of the expert and the representative of “Transneft”, the penalty only for the simple one tanker in the port of Makhachkala can range from $12 thousand to $45 thousand for two or three days (minimum idle).
Draining of Kazakh oil from tankers in the port of Makhachkala was stopped by the company “Dagnefteprodukt”, (through its reservoirs is receiving raw), says the representative of “Transneft”. According to him, at least one tanker is waiting for unloading in this port, and will soon have to come another tanker with 8-10 thousand tons of oil. “Dagnefteprodukt” in a letter to the address of “Chernomortransneft” (“daughter” of “Transneft”) on January 9, explains the reason for the delay in loading oil repair work in the shop of dark oil products, says a representative of “Transneft”. According to him, the document States that pumping oil is postponed for three days. How is the repair of the plant with a pumping oil, is not explained, he added.
Repair work in this shop stayed for two or three days because of the holidays and temperature conditions, said RBC head of the shop of dark petroleum products “Dagnefteprodukt” Nabis Gaidar. He said that we are talking about the repair manifolding tube (tube high pressure valve that connects the oil tanks with the pipeline for pumping oil).
Advisor to the General Director of the Makhachkala commercial seaport Alik Abdulgamidov told RBC that the port will not suffer a penalty for idle time of tankers. This load in the case of claims of suppliers will be on “Dagnefteprodukt”, he says: “the Tankers are on the roads, not on the dock, so the port is not fined for that”. Pumping the entire volume of oil from tankers to storage tanks will be carried out in time and financial cost will not, Gaidar retorted from “Dagnefteprodukt”. The representative of SOCAR did not respond to a call to RBC.
Dagestan against Transneft
2017 monthly Neftebaza “Dagnefteprodukt” pumps only 60 thousand tons of oil instead of 350 thousand tons a month, as was the case in 2000, says Gaidar. At the same time to the enterprise with minimal return necessary to handle at least 100 kt, he complains. “If such a low turnover continues, it may lead to the closure of bases and firing about 1 thousand of staff,” he said. He argues that suppliers have reduced pumping oil because of the actions of “Transneft”.
From Demin, “Transneft”, in turn, complains about the “Dagnefteprodukt”, accusing the company of stealing oil and periodic breakdowns of the term of its supply, forcing to redirect flows from the port of Makhachkala (Gaidar denies the fact of theft of oil). According to him, the technical feasibility of pumping oil through the Baku — Tikhoretsk” — 5 million tonnes per year. However, in 2016, via the port of Makhachkala reached only 2.2 million tons of Kazakh oil and 440 thousand tons of Turkmen oil. And in 2017 Transneft forced to reduce the amount of pumping Kazakh oil through Makhachkala by almost a third, to 1.5 million tonnes per year, although the vendor, on the contrary, wanted to increase deliveries to 3 million tonnes, says the interlocutor of RBC. “In recent years significantly increased the number of complaints from shippers and oil producers against low-quality service in the port of Makhachkala, provided the existing tank farm “Dagnefteprodukt”, which resulted in a loss of quality and quantity of oil during its handling”, — he concluded.
“Oil from Kazakhstan must be diluted with a lighter oil of Azerbaijan, Turkmenistan or Russian Urals. But the former volumes of this oil left from Makhachkala because of dissatisfaction with suppliers. Because of the suspicion in the theft of oil, Turkmenistan has cut supplies via Makhachkala 756 thousand tons in 2015 to zero in 2017, LUKOIL reoriented the flow of its oil from Dagestan in 2015”, — said Demin. Gaidar from “Dagnefteprodukt” explains that Turkmen oil is too wet, causing loss of volume due to subsidence of the water in the tankers.
