The US defence Secretary Jim Mattis said that the U.S. plan to develop a cruise missile, sea-based, capable of carrying a nuclear warhead in order to have leverage in negotiations with Russia.

“I don’t think the Russians will be willing to give up something without receiving anything from us in return,” said Mattis, members of the house Committee on armed services in hearings on the new defense and nuclear strategy of the United States.

On Friday, the Pentagon published a “nuclear posture Review”, which urges US to create a “modern cruise missile sea-based nuclear equipment.”

The document States that the cruise missile of sea basing, as well as a “low power” version of the Trident missile “will provide additional diversity of platforms, range, and survivability, as well as useful protection against future scenarios of a nuclear “breakthrough””.

Mattis made clear that the cruise missile submarine-based nuclear equipment will be the factor that American diplomats can use as leverage in future negotiations with Moscow on arms control.

He also noted that the US does not want to withdraw from the Treaty on the elimination of intermediate-range nuclear forces (INF) of 1987, despite the statements by Washington that Russia is violating the agreement since the cold war due to the deployment of cruise missiles land-based.

“We still have a problem with the violation by Russia of the INF Treaty, î said Mattis. – I want to be sure that we have something that we can negotiate”.

“We want Russia returned to compliance with the Treaty. We don’t want to abandon the INF. But at the same time, we have options in case if Russia will continue on this path,” he added.

According to Mattis, a new weapon, create which offers nuclear strategy, it also becomes a deterrent against Russia, as some leaders in Moscow supports the use of low-yield nuclear weapons in a scenario of conventional warfare.

The defense Minister said that Russia actually wants to “escalation to victory with subsequent de-escalation.”

“We want to be sure that they understand that we can respond accordingly. We do not have to use a weapon of great power. Therefore, efforts to contain continues to occupy an important place”.

Mattis stressed that the development of a new nuclear weapon of low power will not lead to a lowering of the threshold for use of nuclear weapons.

“The US does not expand the role of nuclear weapons, and U.S. policy still is to consider the use of nuclear weapons only in exceptional circumstances to protect the vital interests of the United States, its allies and partners”, – said the head of the Pentagon.

In his speech on Tuesday, Mattis said that he received a letter from a group of senators who said that the new nuclear strategy of the administration is undermining decades of work, the United States to reduce the nuclear threat.

However, Mattis indicated that the new strategy “confirms the mutually supportive role of nuclear deterrence in a complex and dynamic environment, while simultaneously emphasizing the ongoing commitment of the United States to non-proliferation, combating nuclear terrorism and arms control”.

The defense Minister also said that the Pentagon’s “nuclear posture Review” that offers “protection against future uncertainties and dangers”. He made it clear that the “main priority” of the Ministry of defence is “long-term strategic competition with China and Russia.”
